If your task contains an attachment, you will see it when it is opened in the panel or as a popup.

Above the attached file you can see not only the file size but also the upload time and the name of the person who uploaded it.

Another way to see by who and when a particular attachment was uploaded would be to look for the name of the attachment in the task activities.
